Dryden Security

 
The Dryden Flight Research Center (DFRC) Office of Protective Services (Security Office) performs the Centerwide protective mission utilizing a balanced, risk management approach. It protects personnel; research aircraft; NASA Resource Protection Program (NRP) assets; critical facilities; sensitive programs and information; plus other mission critical assets. The Installation Chief of Security (ICS) provides direction and control over a team of dedicated NASA civil service and contractor personnel who provide customer services, NASA Federal Arrest Authority (FAA) investigations, and crisis management/emergency response for DFRC. The Office of Protective Services (OPS) team implements plans, processes, and proactive programs which directly support Aeronautics Research and Exploration Systems goals. The office is responsible for implementing personnel, program, information, physical, industrial, and operations security. It oversees contractor-provided plant protection, patrolling, emergency dispatch, and response functions. This service provides 24-hour monitoring and emergency coordination of the 911 program for medical, fire, and any other life threatening contingencies.

Security Investigation

In your new employee orientation packet, you should have found a Standard Form (SF) 86, Questionnaire for National Security Positions. This form must be completed in full and submitted to the Security Office (Bldg. 4825) within ten days after your hire. You will be fingerprinted, and your SF 86 will be forwarded to the Federal Investigation Processing Center (FIPC), which will issue a Report of Investigation (ROI). If necessary, DFRC's Human Resources, Management, and Development Office will then adjudicate the report based on guidelines issued by NASA. The Office of Security will adjudicate any request for clearances/access to National Security Information. 

 Information Technology Security (ITS)

DFRC’s Information Technology Security (ITS) is required by Federal and NASA policies to ensure the confidentiality, integrity, and availability of computer systems, software, and data. All computerized systems at DFRC, including workstation and server systems, are subject to ITS oversight for the purpose of protecting against potential harm from unauthorized access, alteration, disclosure, or misuse.

Policies and Procedures

To ensure that consistent and measurable safeguards are in place to support the NASA mission, the Dryden IT Security office follows the agency standard NASA Procedural Requirements: Security of Information Technology document NPR 2810.1. Additional IT Security policies and procedures complied with by NASA, as well as Dryden, is the National Institute of Standards and Technology (NIST) 800 Series documents. The NPR 2810.1 document describes the NASA IT Security Program. The NIST 800 Series documents describe federal computer security policies, procedures, and guidelines.

As a Dryden employee you will find that a standard suite of software will already be pre-installed on your computer, which is protected by a generic password. See your local system administrator for the password. (If you do not know who your system administrator is, contact the Business Help Desk at X2477 to find out.) You must immediately change this generic password to one that is easy for you to remember. Your password must meet the password criteria as stated on the Dryden IT Security web page at: http://xnet.Organizations/ITSecurity/pamphlet.html under Policies, Procedures and Documents. You will find that this section of the IT Security web page provides a very good starting point for understanding IT resource security and how you can help maintain it.

IT Security Training

As a computer user on a government network you are required to complete IT Security training annually. This training is accomplished by completing the NASA web based Site for On-line Learning and Resources (SOLAR) Basic IT Security training course which can be accessed at: https://solar.msfc.nasa.gov

If you require local system administrator rights for your computer you must submit a DFRC 2-309 form, Assignment of System Administrator, to the Dryden CIO office and complete all required IT security training courses.

Badges

All employees, both Federal and Support Contractor, are required to have an identification badge issued by the Security Office, located in the DFRC Integrated Support Facility (ISF - Bldg. 4825). This badge can be obtained by filling out Form DFRC 700 and submitting it to the ISF. Your badge authorizes access to certain Edwards AFB property as well as the DFRC site. Your badge remains the property of the U.S. Government for the length of your employment. It must be worn at all times while on-site, except in work areas where badges would create a work hazard. Upon your final separation from employment, your badge must be returned to Security. Your badge indicates several things about your employment status at NASA, including: your identification, whether you are a Federal employee or Support Contractor, and your access to various areas around the DFRC site (such as the hangars and Shuttle Support Areas A and B). If you lose your badge, you must notify Visitor Control immediately at extension 3273. If you forget your badge in the morning before work, it is possible for you to obtain a temporary badge for that day. Report to the Security Office before attempting to enter the site. When you are required to do so, temporary badges may be returned to Security or dropped in the 'badge return' boxes located next to all Lynx gates. 

 Keys

You can pick up a form to request any keys you may need for your job at the Dryden Installation Support Facility (ISF, Bldg. 4825) Visitor Security desk. Once completed, this form must be signed by your immediate supervisor and the original copy delivered back to Visitor Security. When the key is ready, you will be notified, and it can be picked up at the ISF. Keys remain the property of the government and must be returned to Visitor Security upon separation from your employment at Dryden. They are charged out to you personally, so do not turn them in to your supervisor or give them to a fellow worker.

 Workplace Violence

Violent behavior, as well as threats, statutory harassment, and intimidation are not tolerated at DFRC. In addition to verbal acts, such behaviors can include any physical actions, gestures, behaviors, or written statements that convey subtle or overt threats to the physical or emotional well-being of another employee. Employees performing such acts become subject to suspension or separation from their job or removal from the site, as well as any applicable civil or criminal penalties. It is the responsibility of every employee at DFRC to ensure that this kind of behavior is not overlooked or ignored. If you are witness to displays of violent behavior or threats, you must report them immediately to your supervisor, so that appropriate disciplinary measures can be initiated. If the threat to physical well being is immediate and/or severe, the Security Office can be summoned by dialing 911 from any telephone.

Weapons Policy

DFRC employees are not allowed to bring their privately-owned weapons of any kind onto Edwards property without the express permission of the Base Commander. (Weapons include firearms, explosives, other incendiary devices, dangerous instruments or material likely to produce substantial injury to persons or property, including knives.) Any weapons found will be immediately confiscated and you will have to attend a mandatory court session to recover them. No weapons of any kind may be brought into Dryden Flight Research Center except for those carried by security guards. A permit to carry a concealed weapon does not exempt its holder from this policy.

Visitor Policy

All visitors must be properly cleared by the DFRC Security Office (Bldg. 4825) before they can be brought on site. A visitor request form (DFRC 735A or B) must be filled out and turned in/faxed to the Security Office before your visitor arrives. Check with the Security Office well in advance of a visit to find out lead times, which can be quite long in some cases.

Photography Policy

Still photos and video may be taken in any area of NASA Dryden except the Research Aircraft Integration Facility (Bldg. 4840) hangars and surrounding area, hangar 4826, and Bldg. 4847.  Photos and video of assets in these areas require written approval by the appropriate project managers.  Any photos or video recorded at Dryden for commercial or media use must be coordinated and approved through the Dryden Public Affairs Office.

In general, any photography or video on the Edwards AFB secured flight line area (including the runways, taxiways, aircraft parking ramps and the ramp outside Bldg. 1623 used by NASA, related hangar and office areas, Rogers Dry Lake and military aircraft or aircraft systems) is prohibited. However, photography in support of NASA research projects, including photographic data collection, within the Edwards AFB flight line area is allowed, but requires pre-coordination with the Air Force Flight Test Center's 412th Operations Group commander's office (8-1-661-277-3306). Photographers must possess either a permanent or temporary flight line photography badge issued by the 95th Security Forces office in conjunction with the base photo lab. To start the process, photographers should contact Dryden Security (extension 3064). Exceptions for news media and other official business require approval by the Edwards AFB public affairs office, and coordination with Dryden public affairs.

Violations of the no-photography rules within the secured Air Force flightline area could lead to confiscation of the camera and/or film and possible disciplinary actions.
