Acquisition Management Office (Code A) - Procurement Office
Mission Statement
To provide the Dryden Flight Research Center (DFRC) with formal relationships with commercial, Governmental, and not-for-profit entities in order to fulfill research objectives or furnish institutional support. Formal relationships include contracts, grants, cooperative agreements, and intergovernmental transactions. The Center is also designated as a Head of Contracting Activity (HCA) with authority to establish a Federal purchasing function, issue contracting officer warrants, and related contracting authorities as designated in the Federal Acquisition Regulation.
Business Planning Office (Code B)
Mission Statement
The Business Planning Office will help Dryden analyze, project, and track costs and revenue relevant to current and new projects. It will help to size the contract and civil service workforce to meet Dryden’s program needs. It will also help develop funding and execution plans and monitor actual needs against these plans. In connection with these tasks, it will manage business systems and performance (using metrics to measure progress against our strategies so that problems can be fixed before they become emergencies), address staffing and training needs, and evaluate contract needs so that Dryden can not only attract new business but satisfy customers who entrust Dryden with support of their projects.
Office of the Chief Financial Officer (Code C)
Mission Statement
Provide centralized planning, implementation and analysis of all Center financial and resource management activities. Planning is coordinated with the Business Planning Office.
Equal Opportunity Office (Code E)
Mission Statement
The Dryden Equal Opportunity Programs Office (EOPO) is a management, enforcement, and administrative function under the Center director. These functions include Affirmative Employment Programs, Diversity Programs and Complaints Processing Programs. The programs work together to ensure that Dryden Flight Research Center promotes and implements equal employment opportunity activities and initiatives in recruitment, employment, development, advancement of Dryden Flight Research Center employees, and prevention or prohibition of discrimination in the workplace.
Facilities Engineering and Asset Management Office (Code F)
Mission Statement
The Facilities Engineering and Asset management Office plans, advocates, designs, and executes construction projects; maintains buildings; and provides logistical support to the Center.
Human Resources, Management and Development Office (Code H)
Mission Statement
The Human Resources, Management and Development Office carries out a human resources management program in support of the management objectives of the Dryden Flight Research Center and in accordance with governing human resources laws and regulations and with governing agency policies and directives. The Office also provides assistance and support to Agency initiatives for the development and implementation of strategic human capital management, new legislation, and Agency human capital management self-assessment programs.
Security Office (Code J)
Mission Statement
The Dryden Flight Research Center (DFRC) Office of Protective Services (Security Office) performs the Centerwide protective mission utilizing a balanced, risk management approach.
Office of the Chief Counsel (Code L)
Mission Statement
To provide proactive customer support concerning legal and managerial issues (including prior to, during, and following litigation), while ensuring that DFRC personnel remain fully apprised of all relevant laws and regulations. To assist and facilitate achievement of Agency goals through other DFRC Directorates and Offices.
Test Systems Directorate (Code M)
Mission Statement
The Test Systems Directorate provides test systems capability and flight test and research support products and services.
Office of Academic Investments (Code N)
Mission Statement
The goal of the Office of Academic Investments is to inspire the next generation of explorers. Toward this end, the Office of Academic Investments (OAI) partners with Federal, state, and local governments, industry, and academic partners to ensure the maintenance of a viable aerospace workforce for the 21 st Century. OAI's main objectives are: 1) To develop a pipelineby implementing NASA’s new flagship pre-college programs, NASA Explorer Schools Program (NES) and the Educator Astronaut Program (EAP) and by developing Dryden’s unique technological education projects; 2) To enhance the workforce by building stronger partnerships with the academic community and aerospace industry and by effectively utilizing NASA's existing student programs and 3) To support Dryden’s current and future research needs for maintaining a broad-based, competitive aerospace and airborne science research and flight capability.
Flight Operations Directorate (Code O)
Mission Statement
The Flight Operations Directorate manages and technically directs all Dryden flight operations and flight support activities required to accomplish Center objectives in a safe and efficient manner. The Flight Operations Directorate serves the Center, other NASA installations, the Military, the Federal Aviation Administration, and other NASA Headquarters-approved users.
Flight Project Offices (Codes PA, PE, and PR)
Mission Statement
The Flight Project Offices or business units manage all of Dryden's flight projects and airborne science missions. Business units for Aero/Science (PA), Exploration (PE), and Uninhabited Aerial Vehicles (PR) serve the Center and other NASA installations, Military, other Federal agencies, and other NASA Headquarters-approved customers. The primary function of the business units is to achieve project and mission management objectives with respect to performance, cost, and schedule in a safe and efficient manner. To do this, the Flight Project Offices formulate and implement individual projects, handle day-to-day customer/partner interfaces, and measure progress, reporting the results periodically to Center management.
Engineering Directorate (Code R)
Mission Statement
The Engineering Directorate plans and conducts all flight research and provides engineering support in response to experimental, operational, facility, and safety requirements. The Engineering Directorate conducts flight investigations of new aerodynamic configurations, high-performance and highly maneuverable aircraft concepts, flight-crucial flight control systems, aircraft automation concepts, advanced propulsion systems and propulsion controls, advanced aircraft structural concepts, and flying qualities of high augmented aircraft. The Engineering Directorate develops state-of-the-art flight-measurement systems and flight-test techniques needed to safely achieve the Center's mission.
Office of Safety and Mission Assurance (Code S)
Mission Statement
The goal of the Office of Safety and Mission Assurance is to enable Dryden to be the galactic center of choice for conducting aerospace flight research by providing premier, adaptive Safety and Mission Assurance Programs. The office seeks to establish, promote, and improve the Safety and Mission Assurance (S&MA) programs for the Dryden Flight Research Center (DFRC). The Directorate shall be a visible and effective leader as the S&MA conscience of DFRC, with a clear voice in NASA and DFRC operational and decision making processes.
Public Affairs and Commercialization Office (Code T)
Mission Statement
The Public Affairs and Commercialization (PAC) Office represents the Dryden Flight Research Center to the general public, news media, education community, technical community, aerospace industry, museums, libraries, government agencies, businesses, and legislators. The goal of the Office is to communicate the knowledge, activities, progress, value, and excitement of the Aeronautics, earth sciences, and space programs to the general public through the news media, historical publications, World Wide Web, visitor center, traveling exhibits, and tours.
Office of Chief Information Officer (Code V)
Mission Statement
The Office of the Chief Information Officer formulates policy and ensures management oversight for DFRC Information Technology (IT), IT standards, IT acquisitions, and IT budgets. The office oversees DFRC’s IT security program and is designated approval authority for national security systems. It ensures that DFRC is in compliance with the Information Technology Management Reform Act of 1996 (Clinger/Cohen Act) and its derivative policies and standards.
Office of the Director (Code X)
Mission Statement
The Office of the Center Director is responsible for providing Dryden with leadership and management oversight for the conduct of atmospheric flight research. Dryden is the home of several unique national assets as well as world class aeronautic research aircraft and facilities.
Program Planning Directorate (Code Z)
Mission Statement
The functions of the Program Planning Directorate include center marketing and strategic communications to develop new business for Dryden. It forecasts the resources the center will need to support new business, baselines programs, and draws up bids and proposals. In these connections, Program Planning engages in market advocacy and manages external agreements for the center so that it can satisfy customer expectations.
